I'm not sure where you could find the predrilled notepads but I have made quite a few notepads. You could just use a regular whole punch and just use the one hole. It wouldn't go through 50 pages at once so you would have to do them in bunches of maybe 10 or 15 at a time.
To make them in the notebook style you would need padding cement and cardboard for the back, also a vise to keep the notebooks together so they can dry. I work at Staples copy center (on leave right now) but I got tons of cardboard from the paper packages we opened to use for customers. If you know of anyone or business that uses lots of pre-printed stationery, you could ask them to save the cardboard for you. It's only in the packages to keep them from bending, etc. and would otherwise go into the trash.
