I was going to post these also. I have used these for several for my 3 daughters (12 mos - 6 years). I just added 1/2 inch to the waistband measurements to allow for a seam, cut in half, added a tie, sewed back together and followed the rest of the instructions as they are on the various sites. Here's some pics of mine.

Good luck. My girls love their skirts and wear them all the time.

Could you add the band when you are sewing the two skirt pieces together? Hope I am making sense here... That way the ties are attached to the skirt...

The band is probably just sewn into the side or back seam.

yes I am thinking it is just a simple skirt but at the seams you add the sash on each side.

you see that the skirt has three tiers, the first being where you place the elastic and the subsequent tiers are slightly gathered.

I think you could make that skirt adjusting the lenghts of the tiers and adding the band on each side (using any twirly skirt pattern).

If I have time this weekend I will try to make one for my OD and will post pictures as I go along...
