I test mine on my 1 year old son and adjust from there. He's got a pretty big noggin' so I use him for my 2-3 year old sizing. When crocheting a cap, it's circumference should be about 1.5" smaller...

If you buy the 1/4 tape, you won't have this problem. The 1/4 tape fits nicely between the ridges of the ribbon.
