It looks like some kind of a disk is wrapped with ribbon to make the flowers. The ribbon comes up through a whole in the middle and then is wrapped around the outside of the disk.

You might try wetting the elastic before you put the Sharpie ink on it. I use to do that with craft paints and it made a difference. I don't know if you would need to use water or alchol.
