I did the same thing in Microsoft Publisher and it worked fine. Any program you can size stuff will work. You could even make a text box the right size in Word, insert your photos, copy and paste...

Make sure the size of the file is not too big for your hoop. If it is too big, the machine will just not read it at all. If necessary, ask the digitizer for the exact size--being only a mm or so...

In the late 80's and early 90's my daughter wore t-shirt dresses all the time. I would usually buy the t-shirt and cut it off where I wanted the skirt plus seam allowance (which for me is 1/4-1/2".)...

Several of the tuts said to use pinking shears to cut the fabrics--this would reduce the fraying. Or you could make it out of scrap knit fabrics and be no-fray...
