Is your text in a different layer? Before putting any text in the photo click layers, then add new layer. It is the first option on the drop down menu. This will make sure that your text is in a different layer from your photo and you are only working with what is in that layer. If you are working with a watermark, open it up separately, copy, and choose paste into new layer.

Thank you, thank you! I finally got paint to do what I wanted-still can't figure out the border, but at least I can watermark (which is most important).
