Default which Photoshop program should I buy?

I am finally ready to purchase a photo editing software program. I am wondering if photoshop elements is able to white out backgrounds, soft focus, add vignette borders/edges?

I really can't afford photoshop CS5 but maybe could purchase lightroom 3. what do you recommend? can you use lightroom on its own?

thanks for anyone who has any advice for me!

Go to adobe.com and download trial versions of both. They offer 30 day trials of most of their software I use cs5 and another program called serif photo studio plus x3 it's all the basics of PS for only 60.00. It's easier to learn as well. If your just wanting basic editing then serif is fabulous! Lightroom is good but is limited as far as creativity goes, in my opinion. I downloaded all the free trials before I bought one. It's a big investment for something you may end up not liking.
Hope that helps :0)

I honestly wouldn't buy anything. There are SO many free sites you can use! If you do a quick search here, there was a thread with a ton of the links posted. A few I can think of off the top of my head are:

www.rollip.com
www.getpaint.net-- this is a free downloadable program. Works almost exactly like PSP
www.picnik.com
http://lunapic.com/editor/

There are lots more, but that's all I've got right now. I love editing photos, but can't justify the cost of some of them.
