Default dotted circle in GIMP

I posted this in the how to make thread but I think it actually belongs in here.
I'm trying to make some graphics and I want to make a simple circle with a dotted border, similar to the one on the white circle in this pic: http://www.etsy.com/listing/45868910...ayer-for-yummy
I was initially trying to create a path and then do a text box with a bunch of periods (...............) and then make it curve into a circle somehow...but I can't seem to make it work. Does that even make sense?

If anyone has any advice I would greatly appreciate it! Thanks!

It would work best if you have a program that let's you work with layers. Then you make a white circle as a layer and a separate layer with the border. Then you just put one layer on top of the other, and it looks like one photo.

Okay but how do you make the border? The dots are what I'm having trouble with
