Default Sooo Clueless how to edit bottle cap images

So I bought tons of bottle cap images but I only want a couple from each page. What I wanted to do was cut out the image I want and make a new 4X6 jpeg out of it. Does anyone have advice on how to do this???

I have photoscape but I can download any other free software if its better.

I have never tried this, but I would assume you could just crop it to what you want?

Sure, I could crop it, then I want to make a 4X6 with that same image 15 times, I am not sure how to do that. what do you think? I am willing to pay anyone $10 to talk me through it!
