Default a not so fluffy tutu :( help please!

I purchased a tute and I have been sewing for years... but for some reason my tutu is not coming out as fluffy as I would like it!

I created 6 layers, each layer is 4 yards long there are three different length to create a tiered effect... but it just isn't fluffy? Is it not possible to get the fluffiness without using strips?

Please forgive my daughters bed head and pjs

sorry I have never done a sewn one before, my guess is the more strips the fuller each layer would be...

If you want it to look fuller you have to add more yardage to it. I use the tulle that comes in 6 inch wide strips and use about 150 yards worth for each tutu. If you are using the tulle off a bolt you should double or triple the amount that you are using for each layer to make it fuller

I too have not done sewn ones but do the tying method with strips, I never seem to be satisfied either with the fullness or lack there of in my tutus. Here's one I just finished, I used 5 layers, maybe I should do 6?
Sorry I'm not much help either.

I also make the tied ones and do not sew but I use two to three layers in each strip and just shoving them together until I physically can't pack any more on the elastic.

I think it's adorable the way it is!

I make sewn tutus I use rolls of tulle they are 6 inches wide and 25 yards long. For an average tutu that is 6 inches long starting under the elastic I use two of these rolls minimum. I used to cut from bolts but it just didnt seem to look as good. Also I wanted to say alot has to do with the type of tulle you are using some tulles are softer and wont stick out or hold shape. I buy from a wholesaler. The shorter the tutu the more the poof. Also its not how many layers you have. Try using less layers and just pack the tulle side by side reagrdless if you sew or knot. Plus this keeps your waist from being bulky. Layers upon layers can weigh your tulle down I only use two layers but I pack on the tulle one next to the other. If you are making one for a 3-4 year old I may bump it to 100 yards especially if its 10 inches or longer. The first pic is an 18 month old 50 yards the second is a 5 year old and it was 100 yards. Its alot of cutting from bolts to make really full tutus plus the cost is higher if you are just purchasing from joanns and local fabric shops.

I also tie mine and they come out so fluffy you cant see the tie part so i love that. I only do two layers. I just grab two pieces of tulle and put them on top of eachother and then tie it like that. I think they come out awesome. heres 2 pics. We were doing a dress up photoshoot and she didnt have a shirt on so I blocked it out.
