Help - I don't know how to add a 2nd layer of ruffles

I am a beginner sewer, but feel comfident enough in my skills to follow a pattern I bought to make a friends daughter a "Cars" halter top and capris for her birthday. It is her favorite movie and all she talks about

The pattern is just plain capris, but I would like to add a double layer of ruffles along the bottom to help make it more girly since the Cars fabric is so boyish.

I know how to add the first layer of ruffles, but I can't figure out how to add the 2nd layer.

Anyone care to share with a newbie?

Are you adding the first layer on the bottom of the capris? If so, just do the same thing and add the second layer on the jeans leg a little higher. Or, add two layers at once by sewing a second length of fabric on top of the first and then ruffling. Clear as mud?????

The first row of ruffles I am adding to the bottom of the capris. I was going to stitch it on the inside, press the seam allowance and then topstitch.

I would like to add the 2nd layer under that but do I just make the next layer twice as long so you can see it? How do I finish my seams?

What I would do is make two ruffles say one 3" and the other 5" the finishes length should be about 2.5" and 4.5(counting for seam allowance and ruffling) you could baste the two ruffles together and then attach to the pant bottoms. It's easier with a serger, however a zig zag stitch will work fine then topstitch.
