Talking Need help from the hair bow experts! (Medusa hair)

Disclaimer: I am the least creative person on the planet.

My teenager needs a headpiece that mimics the look of this lady:

We just have to suggest the look, not duplicate it. I'm thinking tubular crin, but have no clue how to attach it. A couple of problems are...
She'll be spinning a large flag and moving around a lot.

She has very straight shoulder-length hair, heavy and thick (it won't hold clips or barrettes). She usually wears it in a ponytail.
I thought about attaching the crin to a plastic headband, but doubt the headband will stay in place on her head. Totally out of ideas at this point. Help?

I was Medusa for Halloween one year in Middle Schoolish. We cut apart a few wire coat hangers, braided my hair around the wires, then shaped them up. I don't think it could go up like on the top of her head, but it worked for the ends.

That must have looked awesome!

This is part of a Winter Guard routine - same costume as everyone else, so her head has to look the part. Hair-wrapped wire is a great idea, but I'm afraid it might catch on her flag.

Actually, you gave me an idea...

I really wanted a finished piece that she could take on and off, but what if she tied her hair in little ponytails all over her head, and somehow clipped a piece of crin to each elastic? It would be an enormous pain for every competition, and I'm not really sure how to clip the crin.

How did she do it? I am so not creative.

Can she wear a hat of some sort and attach the headdress to that? I am thinking of some sort of cap that would fit snugly but to which you could attach the crin (or other shaping material)

I was thinking a hat as well. A Kufi hat would be tight enough and you could clip the crin or whatever to the hat.
UMMMM. I'm idealess.
