Default Tutu Makers....HELP!

I'm trying to make my very first empire waist dress for my 16 month old's Halloween costume (a pumpkin fairy). I've got a canister to put my 2 elastics on, but every time I wrap, they slip. How do I keep the elastics even while making this thing? HELP!!! TIA

Are you trying to do both layers at the same time? Try just doing one layer first, like you are making a regular tutu dress, then do the second layer. I am not sure if this is the right way, but that's the way I do it.
Hope this helps.

Thanks! yes I was because that's what the tut showed. I'll try the way you suggested. Thank you so much. I've only wrapped one strip and I'm already frustrated. LOL

Could you use a paper towel roll and holder andnpin the two elastics in place whilst you tie?

Don't have a hanging holder. But that's a good idea. Thanks!
