Default The little witch hats and top hats??

I have a couple small witch hats I'd like to play with for Halloween. I've seen lots where they're attached to a headband but my daughter refuses to wear a band and wants hers on a clip. Since the inside of the hat is open, what would I put in there to cover it? A piece of felt? And then attach the clip to that piece of felt? And I'd need to use a french clip so it doesn't slide out of her hair?

I haven't made the witch hats, but did make a small top hat for one of my daughter's dance performances, and I used a piece of felt across the bottom, then used E-6000 to secure a clip under there. It worked pretty well and stayed on while she was dancing, so it was pretty secure.
