Default Tutu problem

So I decided I want to make a Christmas tutu dress. I have seen lots of them with boa on the top of the crochet top,so I sewed boa at the top of crochet top and realized now it won't stretch at the top anyone know how to make this dress using boa and how I should do this?
Thanks.

The only sugestion I have is looking for elastic thread. I'm pretty sure they make some. You may have to hand sew it though.

maybe just weaving it through the top... and you can leave extra for stretching room an sew the ends together
