I would use pipe cleaners twist 2 at the bottom about an inch. Then add fluff at the top.

How would you attach them to the clippee and how would you get them to stand up?

Ok so I tried to make these, but they are too top heavy and don't stand up straight. I put them on an alligator clip....trying to figure something else out. Oh and I made tiny tulle balls instead of using 'fluff'...hmmmmmm

Ok so I ended up using a french barrette for my antenna. My daughter has zero hair so it's a bit wobble but stays up straight in my hair. Let me know what you think!
