Yes... yes, they are.

Experimenting with a small steel rivet and neodymium magnets, and the rivet keeps moving to the edge of the magnet. I will probably never understand why this is happening (duh), but is there a way to keep the rivet (or any small steel object) in the center of the magnet?

Already tried turning the magnet over; already tried different size magnets.

Magnets can be Axially magnetized:

..or they can be Diametrically magnetized:

Your magnets are probably diametrically magnetized. The rivet is metal therefore it either pulls to a side of the magnet or it pushes it away due to opposite polarization.

You'd need the ones that are axially magnetized. They would be the ones that could be "flipped over" to change the polarization that you need to not "push" away your rivet.
