Default More Headband Help

So here is a picture of what I am trying to make - I can't figure out if this is an iron on or not - the part with the design doesn't stretch. My daughter wants one with her school name on it. The stretch headbands are also about 3 inches and I cant find those either - Help!!!!

I have NO idea about the applique.

But the headbands look like Nylon.

You know the kind that people used to make out of tights, or panty hose? That is what it looks like to me, which would explain the width and sheer quality.

Yes- the headbands I am less concerned about but I cant for the life of me figure out how to get the applique on - I dont think it is an iron on....

Maybe try some double sided fusible interfacing? Not sure how long it would hold on there though, have only tried it on things I was going to sew together anyways but it holds them pretty well.

Hmmm...the fusible interfacing is a good idea, I wonder if I can iron the iron on onto that and then it would make it not crack. Where do I get the double sided fusible interfacing to try?

It looks like the fusible silk screens you get at those t-shirt stores. I know I have bought the printible iron-on fabric but it wouldn't look smooth like this. You could always applique a picture around the edges but this looks like one of those attached with a press.
