She pleated this ribbon herself. If you look near the rhinestone center you can see stitching. I am guessing that she had a circle of felt or fleece that she started gluing her pleated ribbon on the outside edge and spiraled it towards the center. Best of luck to you! On second glance, she did have a felt or fleece backing! Sorry I didn't pay attention to that before. Best of luck to you!

They really are pretty, so basically she just glued a piece of ribbon to the felt then folded it on itself and repeated?

it's quite difficult (though not impossible!) to pleat ribbon, but you have to machine sew it 1st . . . in order to get such evenly spaced pleats.
