Does anyone have a tut on how to make these bloomers? Or does anyone in HG sell these?

Shelley is right..you need an embroidery machine to make them. If the embroidery was not what you were looking and you were interested in how to actually make the entire bloomer I think you should have wrote that instead of just typing "bump" as it comes off as rude to the person who tried helping you.

Shelley, please accept my apology. The least I want to be is rude to very talented HG members. As Ronnie says my intentions were not to bump your answer but more to find out how to make the bloomer.

If you don't want to sew your own bloomers, you can just buy the blanks too.

But, if you want to make your own, like Ronnie posted, look around at the site mentioned (YCMT). OR, Etsy. There's plenty of sewing patterns there as well (to make the bloomer from scratch).

also if you have a hobby lobby around you they sell them also if you just want to test them out before you buy or make a ton
