Looks like four figure eights at 1/8 inch on 5 5/8 inch figure eights stcked on top of 10 1.5 inch cones to me. But I could be wrong.

i've made some similar and what i do is like a figure 8 fold (maybe i'm naming it wrong) with thicker ribbon (looks like she uses 5/8") at about 8 inches and than stack them for the bottom than the second layer looks like the loopy flower directions (http://makebowsandmore.blogspot.com/) and than the top looks like the button flower clippie directions (http://girlythingsbows.com/button_flower_clippie.html)
