What are you using for the bodice? The picture looks like a leotard? I would sew the tulle together in a long strip then sew it to the bodice top.

I havent done the tutus yet, but from what I have read, it looks to me like this was made using the normal waistband as the bodice (???), if so, you could attach elastic (or ribbon) instead of a tulle strip in two spots and then cover them with the tulle in shorter pieces? Not sure...

I'd either make it with one continuous piece of elastic and when it came to the arms, just use smaller pieces of tulle to make the arms, and leave a gap under the armpits for the arms to go through, or make one continuous piece to go around the chest, and then sew loops for armholes onto the piece of elastic for the chest before putting the tulle on.

I don't know for sure which one would work better since I've never made a dress like that but it's really cute!

I believe that this was made with elastic at the chest area and elastic sewn to that for the arms/sleeves...then make as you would any tutu be sure to make it extra full, then cover the arm elastics with shorter tulle, I would say it looks to me like they used probably 12 inch pieces tied on just like the tutu part, then the ribbon at the waist.
