Default Layering?

How do you "layer up" a tutu dress that has a crochet top?

I tried, but I do slip knots and I could not figure out how to pull it through as I was going up, lol.

Also, when doing multicolored tutus how do they usually do their layering?

The tutu in the link you put is not layered. It's just full and poofy. As for with the crochet top, I know some people do two different lengths of tulle and put the longer length in the bottom row and the shorter on in the next row up.
