Default What size?

Someone asked me to make a tutu for a 3T girl last minute. She cant get her waist band size because its a surprise. Shes a small 3T what should a I make the elastic? ***Toddlers***2-3 Toddler: (Skirt Length)13" (Waist Measurement)18-20" I found this but it this the girls waist or the size I should cut it

I don't make tutu..but, I have this info...

3t
Length (double it) = 9 3/4 in
Waist = 20 1/2 in


Not sure that'll help as it's kinda hard without having the measurement of the child's actual waist.

My 3 1/2 year old his waist is 19" so I would then take 3-4" away for stretch in the elastic making a 15 or 16" piece of elastic that I use. Hope that makes sense and helps you.

I would cut the elastic at 19'' you'll lose 1/2''-1'' when you overlap the ends of the elastic. I then cut my tulle at 18'' for the length of the tutu

ETA: You would rather make one too big then one too little

These are the measurements I use as well to make a size 3T tutu.

When I have a person who is buying a tutu as a gift and can't get the child's waist size I make sure to use a crocheted headband as the waist band. That way it has plenty of stretch. I have an 18 month old girl and they fit her but I can also put one around my nearly 4 year old son's waist as well with no problem.

Thank you. I sew mine. Is there a way to use the headband and still sew it?
