Default Crochet Headband tutu sizing

I've never made a crochet headband tutu but I want to start for my shows because then it's practically a 'one size fits all' type of deal, how much tulle should I use so that when it does get stretched out it doesn't show gaps?

I understand how to make it. Put the tulle through the holes at the bottom etc, but should I do 1 layer of holes? 2 layers? 3 layers? I'm not necessarily looking for an ubber poufy tutu (just as poufy as my standard type on elastic band is good and I use 5 strips per 1 inch), just one that doesn't look empty when stretched out.

If you are not looking for an ultra poofy tutu I would start with one layer and go from there. I never know how much tulle I actually use I just keep cutting and knotting

I personally prefer at least two layers to keep them looking full and not have gaps when they're being worn.
