Default Sewn tutu

Hi everyone.
I'm looking to make a sewn tutu. I made a flower petal one for my little girl and it didn't have the fullness I was looking for. I used tulle 5x longer then I needed. Used 6 layers, but when it came time to put in the elastic I could get all the tulle on, the elastic streach out so much that is wouldn't fit all the tulle? So I ended up cutting the tulle in half then putting it on that way. I figured the more tulle I used the bigger it would be. What did I do wrong? Should I pull the bonnin thread? Would that make it easier to put it on the elastic?
