Default Headbands measurement

I currently have 7/8 velvet ribbon that I love to use as headband, but it is not stretchy. I've been making a couple adult sizes headband by adding 1/4 elastic at the end of it, but I want to make some for babies and toddler. Is there any of you ladies who does this? And if you do would mind sharing the measurement with me?

Newborns are 13"
0-3 would be 14-15"
3-6 anywhere from 15-18", totally depends on the baby.
I know 17-18" pretty much fits from a year or so up to big kids, even adults.
