Default Can I make a large crochet tutu top smaller (shorter)?

I need a light blue smaller one but I can only find light blue in the large (8.5x10"). So, if I get the large size, can I cut a few inches off of the bottom and heat seal all around? The bottom gets tucked in so it wouldn't be seen anyway. Is there a better way?
