I use a box. Fold it in half (lengthwise) and put it a plastic bag (ziplock for smaller tutus).

I use gallon ziplock bags and just cut the sealed end if they're too long and slide it in (waistband first) and use the bag like a tube.

this is what i do, then I put it in an envelope and tape the envelope flat. All my customers love the fact shipping is so cheap and the dress is east to fluff out.
