Default teeny tiny tutu?

I am making a tutu for a 5 lb baby girl. I was wondering if anyone had any suggestions for sizing? I'm having a hard time figuring out elastic size for one so tiny.

Is it just for a photo prop? If so, you can make one on a ribbon or headband that can just "sit" on top or tie around the baby. Then you don't have to be so exact with waist size.

For newborn tutus I use about 10-12 inches of elastic.
