Default Tutu for church raffle

I was thinking about making my first tutu for a church raffle.

I'm looking for guidance on what size/age to make it for. What would be a popular size? I was thinking under a 5, perhaps a size 3?

Also, is it more likely to do well if it's a theme (e.g.: Valentine's or St. Patrick's Day), or should I stick with the basic girly colors ... pink but no red or maybe pink with baby blue or light purple.

I would say a size 3 would be perfect. It can always stretch a little for a little bit of a bigger kid. And i think pink is a safe color. Maybe mix some different shades of pink?
