Default Tying bottom of tutu?

I'm having a tough time tying the bottom of my tutu. I had a friend request one for her daughter's birthday. I've tried a few times but it always looks like crap when I do it lol.

It's a single layer tutu but very full. When tying do you tie the piece to itself? Not sure if that is clear but what I'm asking is the strand that you loop and tie over, are those the two pieces you tie together?

For the "fluff" part what on earth do you tie it to?

I'm sorry to ask, I'm just totally confused and getting mad at myself lol.

The link that tinyt19784 suggests is really helpful. It looks like the loose ends of the pieces of tulle attached to the elastic are tied to themselves. And you use a piece of cardboard to keep the lengths consistent.

But then you attach small pieces of a contrasting color to the bottoms.

Do you want it to look like my attached pic? If so, I just cut small pieces of tulle an inch wide (I used 6 in tulle). Then, I just wrapped it around each piece of tulle on the tutu and tied it in a knot. I did it randomly so it was different colors - ie one white strand may have a red tied piece and the next white might have a blue or white.

Yes, it is a pain!! The pic above was the first one I ever did - for my dd. I have only done one since - for my niece. It takes so much time to cut the pieces and then another forever to get them all tied on. I don't know what you guys charge, but I have $30 on them. Is that about right? I haven't sold one before so I am not sure if that is in the ballpark or not.
