I've tried startch & hair spray and prefered the hair spray way better! I have never had a problem with hair spray flaking. The only down side to it is that it picks up a scent which might have buyers thinking they're getting a used bow.

i use unscented spray. works great, leaves no smell.

I would think that if the bow got rained on the hairpsray would come off as well.
