I've made a ruffle butt onesie and I sewed ribbon onto elastic then on the onesie..my guess is the same technique just refined a little since the tulle fabric is a little more delicate. I've been meaning to make one I think they are so cute.

I don't know if I can explain this correctly, LOL.. But I will try!

When I made one, I measured around the waist of the onesie, and cut the elastic, I then sewed the elastic on in a few places, on each side and in the back, then just tied my tulle to the elastic like normal, it still stretches, since only sewn in a few places, and stays nicely attached.

It worked for me, and my customer loved it, I have no idea if this is the best way, but it's one way!

Good Luck!

Snazziedrawers has a pattern for this type of tutu onesie:

I don't know if it's what you're looking for but all her patterns are great. I'm pretty sure that's some kind of fringe trim but I have no idea if it's sewn or whatever

there was tuturoial where you sew the elastic just on the side and in the middle of the front and back and then tie ur tulle onto the elastic... still streatchy and attached... hope that makes sense
