I'm pretty sure I've seen these made by Offray at Walmart/JoAnn's/Michael's. I think they're called carnations and are really inexpensive. You could probably pick up a pack and take them apart.

I think it is the same technique as the puffs, except make wider stiches. Not sure though.

if you take a close look at the flower on the right and then follow the outer line/ribbon on the far right/outer fabric to the bottom/south , it looks to me like large hand pleats . . . and one continuous piece of ribbon
