Default Help making iron ons in Photo Shop! Anyone?

Hi everyone,
I have been doing bows and embroidery for some time now but I am intrigued by these iron on designs I have come across.

These are from etsy and I think they are great. I emailed the designer to see if they would mind sharing what program they used in making these, but as I expected, they haven't responded. I am not looking to copy any designs, just wondering how to do it. I kind of know how to do the circles and such in PS, but I am wondering where they are getting the graphics, or if they are just making them themselves, which I do not know how to do!

Anyone who has had any experience in design would be a big help for me! I am just learning about PS and it's capabilities.
