I use to make wands just like this back in the 80s. However, I never used pins.

What I did was cut the tulle (or fabric) into the size squares I wanted to use. Then, I would poke a small hole into the styrofoam ball with a phillips head screwdriver.

I would then put a small amount of styrofoam glue into the hole and push the tulle into the hole.

I would cover the entire styrofoam ball like this and then set it aside to dry. They always turned out great.

And, I want to add, they last a long time. I still have a wreath I made this way that hangs on my front door.

No hot glue.. it will ruin the styrofoam. If you're working with styrofoam, you need to use styrofoam glue for the best results.
