Can anyone explain how to make them? I know how to do the FOE, but I haven't tried the skinny elastic yet.

I hold my 2 ends together and light it with lighter to heat it, then I press them together. It seals them together then I put my embellishment (flower, applique, etc.) on that area with hot glue for added security. I hot glue a piece of ribbon or felt on the other side for add'l security and it's softer on lil ones head. HTH.
