Default HELP! Empire Waist Tutu Dress

I had a customer last weekend ask me to make her 2 flower girls' dresses. She wants the empire waist kind. I know how to make a tutu, as I make quite a few of them. But the waist is what's stumping me. I don't want to use another elastic if I don't have to (she doesn't want that?). What do you use for this so the knots stay? I've been working on this forever and can't seem to get it right. She needs these by WEDNESDAY as she is flying out for her wedding in Hawaii.

I personally haven't made one yet, but I was thinking of making the dress with chest measurements for the elastic. Length measurements for the length of tule. Tying the knot just like you normally would for a no sew tutu. Then taking a bit of ribbon and sewing on where the ribbon should hit on the sides to make a belt loop for the ribbon for the sash. If you don't get any other help maybe this will help!

Thanks. We aren't doing a sash on these. I just can't figure out what to do to make the 2nd row of knots stay in place without using another elastic band. Sometimes custom orders are just no fun!

I think that is what is done. They tied to a second row. I would get measurements for underarms, where you want the empire to hit. the distance between those. And then they wrapped ribbon around.

I do have all the measurments. The customer doesnt want the extra strap of elastic. I don't know what, but she specifically asked to not have it. That is why I'm trying to figure out something else to use.

I would make the ribbon bigger than the measurements that you have since it won't stretch
