I use a tea light candle. I cut all of my ribbon to the desired length and the seal each end with the heat from the candle.

I use the woodburner as well. At first, I would cut off the dowel by lining a cookie sheet with foil and making a ruler on it...worked pretty good. But, then I attempted cutting them right on the dowel and like it much better.

I use the woodburning tool to cut and seal mine too, but I don't even measure anymore! I count 4 curls for small bows, and 6 curls for larger bows. Super easy!
