Default Tutu fluffiness question

I have been making my tutus with one layer and using the slipknot method.I really bunch up the tulle and it isn't as fluffy as I would like. If I put layers won't it weigh it down? What do you gals do?

The longer the tulle, the less "pouffy" they are.. Does that make sense?
