Default Tutu Dress without crochet headband?

I would love some help with a tutu dress? My 5 year old is begging for a Tutu dress for her birthday. I have made tutus but never the dress type. The crochet headbands really bother her skin so I was going to make her one without.

I might be wrong but to me it looks like you would use elastic for the top, tie knots onto that part, then bring it down and tie knots on the elastic around the waist. Does that make sense?? I like those a lot better than the ones with the crocheted headbands and looks like it would feel much softer.

ohhh never thought of bringing it down to another level of elastic. I would think I would want a ribbon sash to hide the second layer of knots. How would you attach the ribbon so that it wouldn't stop the elastic from stretching? Sorry for the questions..my brain apparently is not working today.
