I don't know if this is the correct way but I tie a bunch of strips of tulle in knots an a french clip.

I cut the strips (15) and tie them together in the center (kwim). Then fluff the tulle. Also add a little glue to keep them from coming apart.

What she said Also, it's cute to (on different headbands, not the same one!) do different lengths of tulle. Depending on how long/short you do the tulle strips, you get a different look. Fun to do different colors, too

I have seen someone post a tutorial on this site of how to make one and it came out super cute! they didnt just tie the tulle together though...it looked like a long process...but so worth it...ill try to find it
