Default Pony o question

When making pony streamers, do you attach the ribbon to the pony o so the pony o can slide (as in not stationary) or attach the ribbons to the pony o where the pony o can't slide back and forth. LOL I sure hope someone understands what the heck I'm trying to ask.

I usually sew right through the pony-O so the ribbons are stationary. On my cheer bows the pony-O ends up being stationary due to glue-ing the middle wrap, etc., even though it "technically" could be considered loose because I don't sew through them due to the large quantity of cheer bows on my 'to be completed' pile!

Thanks! That's what I'm making, streamers for cheerleading. I had no idea if they should or shouldn't be stationary.

Which way would be better? I never really thought about it until now. Is it just a matter of preference?
