Default sizes for 1/8" headband elastic?

When you're making skinny headbands, what length are you cutting your elastic? I make my foe headbands 13.5 and 17"...13.5 for newborn to age 4, 17" for age 5 to adult. Do skinny headbands cut the same way? Any thoughts?
