Default Tiered tutu

Would anyone know how to make a no sew tutu with 4 tiers using only one skirt? Kind of like this one:

i think the base (long) is tied on, then the other layers are tied on as well, look how THICK that ribbon is at the top looks like LOTSA knots to me!

I wonder if you can use smaller elastic and tie each later on to a different piece of elastic... then put the three pieces together and wrap the ribbon around all three pieces of elastic at the same time??

Umm I'm clueless.. it's super cute though!

You layer your strips in an upside down "U" shape and then do a square knot around the elastic. Clear as mud? I'll try to post pics but it may be tomorrow-my baby has some homework.

Have you ever made the machine sewn tutu. Looks like to me that the first layer is sewn leaving some room to hand tie the others, they are adorable (but kind of chunky looking at the waist)

I think I've tried that, but I'm attempting 4 different colors; one color for each layer. If I layered them before sewing or tying, the bottom color would be on the top too. Does that make sense?
