I put the tape on my clip first and then the ribbon. But, I'm weird, too. I'm an outie clippie liner: http://hipgirlclips.com/forums/how-m...nie-outie.html. I line the inside and top with tape, then I cut it at the tip of the pinch and then I stick a small piece on the back. I attach the ribbon starting on the inside of the clip and then onto the top. Then, when I get to the backside I stick it onto the clip and then cut my ribbon. Then, I heat seal it on the clip with the angled tip. I never measure out the ribbon because again, I'm weird. Hehehe!

I got mine through a group buy, but sweethairclips is a member here and she's selling it on her site here: http://katescraftstore.com/category_...ided-Tapes.htm. It's by a company called Specialty Tapes. I have 5 rolls, because I love it!

I cut and heat seal a ton of ribbon, add to my tape, and then cut between the ribbon. I hate lining clips, but my grandma LOVES it. She asked if she could do some for me. Of course! She did 60 clips for me the other day. It makes her happy and keeps her busy, so of course I will let my 78 year-old grandma line some clips. She really wants to help make bows, but her hands won't let her.
