Default Fluffy Cupcake Shirts

I'm thinking about making a cupcake shirt for DD's birthday. Anyone know what type of material is used to make is shirt like this one? I'm also wondering if anyone has any tips on attaching it to the shirt?
Thanks so much!

NOw that is soooo cute! I looked at the brown and pink shirt and it has those flower rosettes used for the icing. Probably sewn on? I do like the pink zebra one though. I guess just bunched up and tacked to the shirt? I dunno....I'm just rambling here and very new to sewing (just wanted to throw that in!

That is so cute. It looks like chiffon, what they use for pettiskirts to me.
