Default How to make bows stay fluffy?

I read to use spray starch and bake but some of my bows burned or turned brown what did i do wrong?
Any other ideas?
I spray starched and baked at 325 for 20 minutes

Does hairspray make bows sticky in a humid weather (or if it gets wet by accident)? Does it start flaking after a couple of months?

I've always wondered about spraying bows with hairspray too. Seems like it would make it sticky. Probably a dumb question but the hairspray on the bow doesn't make it flammable or anything? And are the chemicals bad for babies or could someone be really sensitive to it?
