Default connecting elastic headband??

Does anyone know how "they" connect those elastic headbands that you can get at walmart. The black elastic?? I tried to cut one and reconnect it for a newborn size but it was very very ugly...

Is it FOE? If it is, I fold my FOE in half, trim the ends while holding the ends together & heat seal them with a lighter & press together while still melted. Then I re-melt it one more time with the lighter & press flat so it isn't scratchy against baby's head. HTH!
